We are planning to buy Windows Small Business Server 2003. Is Windows SBS 2003 comes along with Windows Media Services (like Video Streaming Server)? .

It uses almost the exact same version of Windows as Windows Standard Server. The version differences are around user limits, and domains and trusts to limit SBS to small businesses. So if Windows Standard server supports what you need, SBS will support what you need.
